This means that no other program can output audio on that device as long as you're running a game in Dolphin but since humans react to audio stimuli significantly faster than visual stimuli it might be worth if you're trying to improve your effective reaction time. Just like Exclusive fullscreen lowers latency on the image by cutting out the middlemen between Dolphin and your Display, WASAPI lowers latency of the audio by cutting out the middlemen between Dolphin and your audio device.
